The inter-departmental Ministerial Group on Public Order and Community Cohesion was announced in the Home Secretary’s statement on the 10 July to the House of Commons, following serious disorder in Bradford on the 7–9 July 2001. The Group was asked to report to the Home Secretary on what Government could do to minimise the risk of further disorder, and to help build stronger, more cohesive communities. This Report sets out what action has been taken to date, and what further action we propose.

Community cohesion lies at the heart of what makes a safe and strong community. It must be delivered locally through creating strong community networks, based on principles of trust and respect for local diversity, and nurturing a sense of belonging and confidence in local people. Effectively delivering community cohesion also tackles the fractures in society which may lead to conflict and ensures that the gains which changing communities bring are a source of strength to local areas. Community cohesion is therefore critical to the quality of life of local people and, as community leaders, local authorities have an essential role to play in facilitating this. Through working with local partners, through influencing local services and through making things happen, local authorities can embed community cohesion principles throughout local life and bring about real change to the lives of the people living in their areas. Building cohesive communities brings huge benefits by creating a society in which people from different ethnic, cultural and religious backgrounds can live and work together in an atmosphere of mutual respect and understanding. Cohesive communities are communities which are better able to tackle common problems, to provide mutual support and to work together for a positive future.

The Community Cohesion Review Team chaired by Ted Cantle investigated the circumstances that surrounded the disturbances in Bradford, Oldham and Burnley in 2001. The report identified the role of schools as being central to breaking down barriers between young people and helping to create cohesive communities. A cohesive community is one where: there is a common vision and a sense of belonging for all communities; the diversity of people’s different backgrounds and circumstances is appreciated and positively valued; those from different backgrounds have similar life opportunities; and strong and positive relationships are being developed between people from different backgrounds in the workplace, in schools and within neighbourhoods. The Race Relations (Amendment) Act 2000 places particular duties upon all public bodies, including schools, to promote race equality. This document is set within that context and provides schools with advice on how best to promote community cohesion. It provides a framework for schools to promote community cohesion through tackling discrimination and promoting good race relations by breaking down barriers whilst also focusing on raising educational attainment levels.

It celebrates the achievements that have been made over the years in promoting Community Cohesion in Hounslow and then concentrates on service audits provided by key stakeholders. The audits look at how service providers intend to deliver on community cohesion issues. This is a positive first step for the successful mainstreaming of Community Cohesion.
